因應高齡化社會，新竹縣政府團隊赴日參訪老人住宅及養生村，位於日本靜岡縣、富士山山腳下，由Fuji Toranomon集團所經營的老人住宅，負責人八十島正起親自帶領縣府團隊參觀，「多機能的社區養老」特色；無論是24小時的入住照顧、臨托、日間照護，和居家上門服務，這所老人住宅都有提供，就是希望能給予長者健全良好的生活環境，使其不孤單地度過晚年。

縣長邱鏡淳指出，日本的長照發展至今已領先台灣25年，此行特別率領社會處同仁至當地觀摩老人照護系統；根據內政部統計報告指出，台灣已正式進入「高齡化社會」，也就是老人人口突破總人口的14％。此數值其實和1993年的日本相似，不過因日本是漸進式老化，長照發展已領先多國。

台開集團董事長邱復生、前內政部長李鴻源賢伉儷、三信商業銀行董事長廖松岳等人，也十分關心台灣長照發展而前往交流；多位台灣貴賓訪日，Fuji Toranomon集團創辦人土田博和以及副理事長也是眾議院議員的斎藤斗志二，更是熱烈款待，在佈置方面還特別擺設台日國旗，象徵雙方友誼緊密。

八十島正起表示，目前有190位長者入住，而白天加上日間照護的共有235人，平均一位護理人員照料三位長者。而這樣的人力安排，與台灣大部分的照護中心情形大致相同。

邱鏡淳指出，新竹縣是科技重鎮，年輕人出外打拚，老人家相對需要更多的照護資源，此行特別指派社會處處長李國祿等人到訪，觀摩日方如何實行長照及老人醫療服務。

而邱復生表示Fuji Toranomon集團了解銀髮族在老人照護時的各項需求，台開集團未來在花蓮、新埔等園區也將推出台灣最多的退休養生宅，未來規畫設計將參考Toranomon集團，可望與該集團合作，引進相關運營概念。
